- Carter graduated from Groves in 1975.
- He followed graduation from the University of Georgia running local pharmacies.
- Carter served on Pooler City Council, as Pooler mayor and then service in the state of Georgia and U.S. Congress.
- He attended Mercer Junior High School and Port Wentworth Elementary School in his early years.
